1 cup (2 sticks) unsalted butter

2 cups granulated sugar

4 large eggs

1 teaspoon vanilla extract

1 cup all-purpose flour

1 cup unsweetened cocoa powder

1/2 teaspoon salt

1/2 teaspoon baking powder

For the Cookie Topping:

1/2 cup (1 stick) unsalted butter, softened

3/4 cup brown sugar, packed

1/4 cup granulated sugar

1 large egg

1 teaspoon vanilla extract

1 1/4 cups all-purpose flour

1/2 teaspoon baking soda

1/2 teaspoon salt

1 cup semisweet chocolate chips

Instructions
 

Prepare the Brownie Base:

    - Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan and line it with parchment paper, allowing for some overhang for easy removal.

      - In a medium saucepan over low heat, melt the 1 cup of butter. Once melted, remove from heat and stir in 2 cups of granulated sugar. Let it cool slightly.

        - Add the 4 eggs, one at a time, mixing well after each addition. Stir in 1 teaspoon of vanilla extract.

          - In a separate bowl, whisk together 1 cup flour, 1 cup cocoa powder, 1/2 teaspoon salt, and 1/2 teaspoon baking powder. Gradually add the dry ingredients to the wet mixture until just combined.

            - Pour the brownie batter into the prepared baking pan. Bake for about 20-25 minutes, or until a toothpick inserted in the center comes out mostly clean (a few fudgy crumbs are okay). Allow to cool in the pan.

              Prepare the Cookie Topping:

                - In a large mixing bowl, cream together the softened 1/2 cup of butter, 3/4 cup of brown sugar, and 1/4 cup of granulated sugar until light and fluffy.

                  - Beat in the egg and 1 teaspoon of vanilla extract until well combined.

                    - In another bowl, mix together 1 1/4 cups of flour, 1/2 teaspoon baking soda, and 1/2 teaspoon salt. Gradually add the dry ingredients to the butter mixture, mixing just until combined. Fold in 1 cup of semisweet chocolate chips.

                      Assemble and Bake:

                        - Once the brownie base has cooled slightly, dollop spoonfuls of the cookie dough evenly over the brownie layer. Use an offset spatula or the back of a spoon to spread the cookie dough into an even layer over the brownies.
